Under the Planning and Building (Jersey) Law 2002, alterations, extensions and demolition of a listed building or place typically need Listed Building Consent, on top of ordinary planning permission.
No 14 is a good dated example of an early C19 merchants house/warehouse retaining features and fabric of interest. Part of an outstanding, unique set of merchants houses and warehouses, 1-31 Commercial Buildings located on the quayside, at the foot of Fort Regent.
